Joining GPA, which follows the principle of reciprocity and reciprocity, will increase opportunities and channels for China's enterprises, products and services to enter the international market, such as the largest government procurement market. If China becomes a member of GPA, it will no longer be bound by the purchase of us product act, and Chinese products will have the opportunity to participate in US government procurement.

It is learnt that joining the GPA will expand our foreign market by several hundred billion US dollars.


For Chen Deming's statement, Liu Xiahui, a researcher at the Institute of economics of the Chinese Academy of Social Sciences, believes that China's entry into the GPA gate is not simply a question of negotiation. In fact, it is closely related to "the relevant countries have so far not recognized the market economy status of our country". The agreement on government procurement emphasizes three principles: first, the principle of national treatment and non discrimination, that is, parties shall not discriminate against foreign products or suppliers through the formulation, adoption or implementation of laws, rules, procedures and practices of government procurement; two, the principle of openness, that is, the laws, rules, procedures and practices of contracting parties concerned should be made public; three, the principle of preferential treatment for developing countries, that is, the parties concerned should provide special treatment to developing countries, especially the least developed countries, such as providing technical assistance to take care of their development, financial and trade needs.


The government procurement agreement was signed in Geneva in April 1979, and the parties reached the basic intention in December 1993.

At present, there are 27 members and 21 observers in the GPA, most of which are developed countries.
