According to market statistics, cross-border e-commerce accounts for about 17% of foreign trade imports and exports, 90% of which are B2B models, and cross-border retail only accounts for about 3% of foreign trade imports and exports. Therefore, compared with fragmented B2C, B2B, which is the focus of the next step of cross-border e-commerce comprehensive pilot zone exploration, has more scale effect foreign trade The pulling effect of growth will also be more obvious.

Zhang Li, deputy director of the E-commerce Research Department of the Research Institute of the Ministry of Commerce, told reporters that cross-border e-commerce conforms to the new characteristics of the current transformation of consumption patterns, has strong flexibility, and is conducive to enterprises capturing new changes in the market, leading foreign trade to transform more in line with consumption patterns.

"We estimate that if the results of the comprehensive pilot test of cross-border e-commerce can meet the expectations and the relevant supporting systems can be formed, the proportion of cross-border e-commerce in foreign trade import and export should reach 30% to 40% by the end of the 13th Five Year Plan," said Zhang Li.

He suggested that we should encourage the creation of "front store and back warehouse" O2O commercial entities to realize the one-stop function of experience and picking up goods. We should also encourage innovation in customs clearance and port services, and try to implement "online customs clearance" to improve the efficiency of commodity circulation.

Zhang Hongming, deputy to the National People's Congress and mayor of Hangzhou, Zhejiang Province, suggested actively encouraging financial enterprises to cooperate with cross-border e-commerce platforms to solve the problem of export enterprises' financing difficulties; Support enterprises to build an intelligent, efficient and service-oriented "overseas cloud warehouse" system; Increase efforts to support the "O2O" exhibition mode of online and offline integrated development, and help SMEs expand the market; Modify the laws and regulations that do not adapt to or even hinder the development of cross-border e-commerce, and include the reform results of the cross-border e-commerce comprehensive pilot zone in the e-commerce law.
