American Children'S Shoes Are Facing Higher Safety Standards.

Reporters learned from the China Light Industry Arts and crafts import and Export Chamber of Commerce, recently, the Consumer Goods Safety Improvement Act came into effect.

Although the bill is aimed at all imported and sold children's products in the United States, about 8 of the children's shoes imported from the United States are made in China. The promulgation of the bill poses new challenges to the export of Chinese children's shoes.

Wenzhou and Guangzhou and Quanzhou share the three largest domestic manufacturing bases for children's shoes.

Wenzhou is the largest middle and low grade children's leather shoes production base in China. Guangzhou is the production base for middle and high grade children's leather shoes, while Quanzhou mainly produces children's sports shoes.

At present, there are more than 900 children's shoes factories in the city.

The new legislation has mainly made improvements in four aspects: the lead content in children's products and the requirement for the limit of o-benzoic acid two formic acid; compulsory inspection and certification by the approved third party; mandatory retrospective labeling requirements; and aggravating the intensity of violation.

According to the bill, the limit change of lead in children's paints will be reduced by nearly ten times, from the current 0.06% to 0.009%; permanent prohibited children's products contain more than 0.1% of two DEHP, DBP, and three BBP compounds.

In addition, certain children's products shall be subject to authorized third party testing and certification.

Each shipment must be accompanied by a certificate of application and a copy of the certificate should be sent to any distributor or retailer who receives the goods. Each certificate should include at least the date of manufacture, the date and address of the test, and the contact information of the testing institution.

People concerned said that the above mandatory measures will inevitably increase the cost of exports and make export procedures more complicated.

The bill also stipulates that children's goods producers have to attach permanent and clear marks to the products and their packages, including the production date, batch number and other identification features of the products so as to facilitate the recovery of operations or the better tracing of sources when notified.

This requirement will come into effect one year after the effective date of the bill.

It is reported that the consumer goods safety improvement act will be fined up to 100 thousand dollars.

Some children's shoe manufacturers in Wenzhou have been informed of the news and actively organized technical research to make children's shoes conform to the requirements of the consumer product safety improvement act of the United States.
