Now there is a saying that every ten pairs of shoes in the world are made in Dongguan, and Dongguan can be regarded as a world factory.

But Dongguan used to be different from what it is now facing.

In the initial stage of reform and opening up, Dongguan has plenty of space to develop, and employment is not difficult. Many projects have been introduced.

With the development of Dongguan, the bottleneck of development is becoming more and more prominent.

Now, in Dongguan, more than 2400 square kilometers of land, working and living population of more than ten million.

It is indeed difficult for Dongguan to follow the original development mode.

The unreasonable industrial structure and unreasonable population structure have brought great pressure to the management of the government.

The industry is mainly for the international market, with processing trade as the main trade mode, mainly relying on low value-added processing trade products to occupy the international market and develop the local economy.

With the rising cost of domestic environmental resources, the rise of labor costs and the pformation of national development strategies, especially after the Central Committee put forward Scientific Outlook on Development, the first task for Dongguan is to improve the structure of their own industries, how to enhance the status of cities in the global value chain of industrial division, and how to maintain sustained competitiveness.

Zhang Yu: Mayor Li, there are many manufacturing enterprises in Dongguan, which are private enterprises. Where are the main difficulties for these enterprises to turn into enterprises with independent intellectual property rights?

What kind of help will the government provide?

Li Yuquan: in the process of industrial pformation, enterprises reflect a lot of problems. There are internal management problems and objective reasons for the adjustment of state policies.

The government should make efforts to help enterprises to study and solve practical problems, which is positive for Dongguan's own economic development or for promoting the pformation of enterprises.

Zhang Yu: what does the Minister of Dongguan think of these practices and measures?

Minister Li: the idea of development introduced by Mayor Li is very clear.

China has been developing rapidly in the past 30 years, but its innovation is far from enough.

From the cost point of view, the cost of buying technology is much lower than that of independent innovation, so the path of technological progress of most enterprises is to buy technology instead of independent innovation.

With the narrowing of the gap between the level of technology and the advanced level of the enterprise, it will be found that the cost of buying more advanced technology is quite high. Even the international competitors are unwilling to sell the technology to the enterprise.

Against this background, more and more enterprises are aware of the need to enhance their own technology through independent innovation.

I think Dongguan has a unique advantage. It has a strong manufacturing cost. The commercialization process of R & D should be the biggest advantage of itself.

But how can we attract high-end talents? How can the government create a supportive environment for enterprises to develop R & D under the conditions permitted by WTO? It is also a new article for local governments.

Li Yuquan: just now minister long gave us great inspiration, and we felt more confident.

Since 2005, Dongguan has invested one billion in science and technology projects in Dongguan every year, and invested one billion in the implementation of the Dongguan project every year for 5 consecutive years. This is a great help to Dongguan enterprises, especially small and medium-sized enterprises.

At the same time, Dongguan has also set up a number of risk loan Guarantee Corporation. Last year, it provided secured loans for SMEs by 17 billion yuan.

In the aspect of serving enterprises, Dongguan has also studied many new practices.

For example, some big projects are tracked by special people, especially for foreign enterprises.

At the same time, we should strengthen social management, do a good job in labor disputes and safeguard labor rights and interests, which is also beneficial to the development of enterprises.
