The regulations on prevention and control of geological disasters in Shanxi Province on September 27, 2000, the eighteenth session of the nine NPC Standing Committee.

After ten years of implementation, some of the provisions have not been adapted to the newly formulated administrative regulations of the state, and therefore need to be comprehensively revised.

The geological environment is fragile, and geological disasters caused by natural causes are frequent.

Coupled with high intensity mineral resources development and large-scale construction of infrastructure for many years, geological disasters caused by human factors are more common.

The six types of geological disasters, such as landslides, landslides, debris flows, ground fissures, ground subsidence and land subsidence, all occur in our province.

According to the state regulations, emergency plans for sudden geological disasters should be organized.


At the same time, we organize the establishment of three levels of geological disasters, namely, county, township (town, subdistrict offices) and villages (districts).

There are more than 10000 geological hazard points in our province. Once geological disasters occur, they will cause different degrees of damage.

The regulation (Revised Draft) lacks corresponding provisions.

It is suggested that the relevant contents should be added, that is, in the compilation of geological hazard prevention and control planning, the hidden danger points of geological hazards should be determined, and grading and grading management should be carried out according to the development trend and hazard degree, and the phased management should be based on priorities and priorities.

At the same time, according to the dynamic changes of geological hazards, the geological hazard prevention and control plan should be revised and adjusted periodically.


Regarding the implementation of the avoidance of relocation, the finance and Economic Committee of the provincial people's Congress believes that in the implementation of the avoidance of relocation, it is necessary to carry out emergency evacuation according to the principle that the structure is seriously damaged or the load-bearing component is already a dangerous component and may lose structural stability and carrying capacity at any time.
