Statistics Bureau's New CDI Index

The National Bureau of Statistics recently released a comprehensive development index. CDI The report of "research" has attracted the attention of all parties. Why should we launch this index system? Reporter: what is the purpose of CDI research?


Xian Zude: CDI is an expert and scholar organized by the Statistical Society of China after two years of research. The outline of the national "12th Five-Year plan" clearly stated that we should speed up the formulation and improvement of performance evaluation systems and methods that are conducive to promoting scientific development and accelerate the transformation of the mode of economic development. As a statistical department, the main purpose of our research is to try to design a set of indicators that can comprehensively and comprehensively reflect regional development. What is the difference between CDI and GDP?


Reporter: at present, there is a GDP index. Why do we need to launch this index system again? What is the difference between CDI and GDP?


Xian Zude: in the past, we always equate the development of a region to economic growth in understanding, which will lead to the growth of GDP everywhere. Of course, it does not mean that GDP is not a good indicator, so far it is the best indicator of economic growth. It is only at this stage of development that GDP has its limitations. For example, GDP can not accurately reflect the quality of economic growth. Because it reflects the new products and services that are newly added in a certain period of time, and it does not reflect the wealth of the past. Second, it can not fully reflect the social cost of economic growth. For example, the use of natural resources and the destruction and pollution of the environment. Third, it can not fully reflect the social welfare level of a region or a country, such as the income gap.


But the comprehensive development index ( CDI It is a comprehensive evaluation of the development of a region from all aspects. It is not only a GDP, it is not just an indicator, it is comprehensive. GDP is only one indicator of this comprehensive development index, and it enters into our index system according to certain weights.


Weighted synthesis of a total index


Reporter: what aspects of the index system are included? Will this comprehensive development index be released regularly to the public in the future, like GDP and CPI?


Xian Zude: this index system includes six aspects, namely, economic development, improvement of people's livelihood, social development, ecological construction, scientific and technological innovation, public evaluation, including 45 indicators. From the current assessment method, in addition to public evaluation, the other five aspects can be separately synthesized an index, and then weighted to synthesize a total index, that is, the comprehensive development index, this index can be used to evaluate the comprehensive development level of various regions. This index can be compared vertically and horizontally from the perspective of current assessment.


   Gross domestic product The statistics and issuance of CPI have been incorporated into the national statistical system. The comprehensive development index is still a research achievement published annually for your reference, but it can be incorporated into the national system like GDP and CPI. Putting people's livelihood in a prominent position


Reporter: we have noticed that there is a target for improving people's livelihood in this index system. How to quantify the improvement of people's livelihood?


Xin Zhu De: the outline of the national "12th Five-Year plan" clearly put forward the priority of people's livelihood, and the fruits of development should benefit all the people. According to this requirement, we put the issue of people's livelihood in a prominent position in the comprehensive development index evaluation system. The improvement of people's livelihood is mainly reflected in three aspects: first, the issue of income distribution; two, the quality of life; three, the issue of employment. Each problem has multiple indicators to reflect, and there are 11 indicators. For example, we have used three indicators to reflect income distribution: the first index is the proportion of residents' income to GDP, which is not used before; the other two indicators are Gini coefficient and income ratio of urban and rural residents. The indicators reflecting the quality of life, using the income indicators of urban and rural residents, and using the Engel coefficient reflecting the consumption structure. In the housing problem we are very concerned about, we have used two indicators: one is the per capita housing area, the two is the new area of affordable housing occupied by the proportion of residential development area.
