At present, the EU REACH regulations have been highly valued.

In fact, other countries and regions are also actively developing and implementing their chemical regulations, such as Canada, the United States, Japan, Taiwan, China, Turkey and Switzerland.

What is the difference between them and the REACH regulations? Here are some brief introduction to the laws and regulations of several countries and regions.


European Union

About 40 chemicals were replaced by the regulation act, which was formally implemented in June 1, 2007.

The regulation essentially changes the chemical regulations, which require industry to inform the safety of its chemical production and use.

Manufacturers and importers need to complete registration within the specified time limit.

All registrants can share material information through the SIEF forum during registration.


Taiwan


In April 2009, Taiwan issued a draft guideline on chemical substances reporting (ECN) and a new chemical substance notification operation guideline (NCN).

The purpose of the draft is to compile a list of existing substances, establish a new chemical notification programme, and promote the implementation of the global harmonization system (GHS) for classification and labelling of chemicals.

The draft pointed out that if chemicals fail to submit risk assessment reports or fail to register, they will be prohibited from importation, production, disposal, use or sale.


And REACH

In contrast, the guideline was promulgated by the government to promote the implementation of GHS.


China


In May 2009, the Ministry of environmental protection proposed revising the new environmental management measures for chemical substances promulgated in 2003.

The method will be formally implemented in October 15, 2010.

The revision of the implementation guidelines is currently in progress.

Compared with general chemical management, the management of new chemicals emphasizes the use of GHS standards for the chemical substances concerned.

In addition to the testing requirements, the requirements for risk assessment are also increased in the declaration materials.


And REACH

In contrast, the regulation was promulgated by the government to emphasize the management of new chemical substances.


U.S.A


In September 29, 2009, the EPA issued a series of basic guidelines for the revision of the chemicals management law.

These guidelines indicate that the EPD requires priority attention to chemicals in commercial circulation and risk oriented, scientific and reasonable safety assessment of priority chemicals.

In April 15th, the 2010 safety chemicals act was formally submitted to the United States Senate.


Compared with the REACH regulations, the same point is that it strengthens the demand for data and information and emphasizes pparency.

The difference lies in the determination of the safety of all chemicals and mixtures and the determination of safety criteria.
