It is reported that Chongqing Jinli computer embroidery factory and Zhonglian dress two garment factories belong to small enterprises, mainly producing garments, with 20 employees. The two factories jointly rent a five storey building, occupying one or two units of the building respectively, with a single floor area of more than 100 square meters. The space is narrow and small, combustible and many power facilities in the workshop.

The dormitory of the two factory is located on the 2 floor and the 5 floor respectively. If there is a fire, it will cause a malignant accident.
