Purchasing Disaster Relief Quilts Meets "Black Heart"

The court of Yu'an District, Lu'an City made a judgment on the seller of "black heart quilt" yesterday

After the "May 12" Wenchuan Earthquake in Sichuan, there was a rapid upsurge of earthquake relief throughout the province. However, the 500 beds of quilts purchased by the Yu'an District Civil Affairs Bureau of Lu'an City and donated to the disaster area were trapped by "black hearted quilts". On October 17, the two defendants of the "black hearted quilt" were tried in the same room.

The prosecution materials show that the defendants in this "black heart quilt case" are a couple, namely Wu and Zhang (female). The two men had previously operated a military monopoly store in Lu'an City. On June 24, they were detained by the Lu'an Public Security Bureau on suspicion of selling fake and inferior products. Later, Wu was ordered to be arrested, while Zhang was released on bail on July 18.

It is understood that on May 19 this year, the Yu'an District Civil Affairs Bureau purchased 500 quilts according to the requirements of the superior and prepared to send them to the earthquake stricken areas in Sichuan. On the same day, a deputy director of the bureau and the staff of the procurement center led a group of 5 people to purchase at a military monopoly store jointly operated by Wu and Zhang. After investigating the three varieties of 160 yuan/bed, 90 yuan/bed and 60 yuan/bed in the store, the buyer proposed to purchase 500 quilts of 160 yuan/bed. Later, the two parties settled the deal at the price of 140 yuan/bed. At the same time, the procurement personnel of the Civil Affairs Bureau proposed that this batch of quilts were donated to Sichuan disaster areas, and the seller was required to ensure the quality. In the afternoon of that day, Zhang received an advance payment of 20000 yuan from the Civil Affairs Bureau, and told his husband Wu about his business by telephone.

In fact, Mr. Wu and Mr. Zhang both knew that there was no formal military quilt on the market, so after taking over the business, Mr. Wu immediately contacted Li Jianjun, a supplier in Wuhan, Hubei Province. The two sides agreed to purchase 500 fake military quilts from Li Jianjun at a price of 73 yuan per bed. They sent the quilts to Lu'an the next day, and then sent them to the purchaser. According to preliminary estimates, Wu and Zhang's husband and wife earned about 30000 yuan in this "delivery" business.

After the procurement of disaster relief quilts, the Yu'an District Civil Affairs Bureau sent the 500 quilts to the provincial disaster relief center on May 28. On June 16, the provincial disaster relief center entrusted Anhui Provincial Fiber Inspection Bureau to inspect this batch of quilts. The inspection results showed that it contained reprocessed fibers, namely yarn ends, polyester fibers and silver filaments. The inspection conclusion said that the product was unqualified.

The "Black Heart Quilt Case" immediately attracted the attention of provincial and municipal leaders at all levels and relevant departments, and immediately set up an investigation team to work overnight. Lu'an Municipal Bureau of Quality Supervision began to intervene in the investigation on June 19, and transferred the case to Lu'an Municipal Public Security Bureau for investigation on June 22. On the 24th of that month, Wu and Zhang were held in criminal detention. The previous June 19, Lu'an Municipal Quality Supervision Bureau also seized 114 quilts, 81 quilts and 44 military coats from the military stores of Wu and Zhang. These products were also found to be unqualified after being inspected by the provincial fiber inspection bureau.

It is also reported that with the in-depth investigation of the case, 200 "black hearted quilts" were sold from the military stores of Wu and Zhang to a school in Lu'an.

On the morning of October 17, Wu and Zhang, who sold "black hearted quilts" to the Civil Affairs Bureau, stood together in the court's dock. After more than two hours of trial, the court found out the whole story of the case. Because he felt guilty and blamed himself, Wu turned to the audience and bowed deeply to apologize.

Yesterday, the court of Yu'an District sentenced the defendants Wu and Zhang to commit the crime of selling fake and inferior products, sentenced Wu to 8 months' imprisonment and fined 80000 yuan; The defendant Zhang was fined 50000 yuan and the products were confiscated.
