Commends the house and Senate Agriculture Committee for its painstaking efforts to draft a

Farm policy

It is proposed that this proposal be submitted to the joint Select Committee on deficit reduction.

Although all the details have not yet been announced, the current proposal includes a new land cotton grower crop insurance scheme.

The plan is known as the superimposed income guarantee scheme (STAX), which is built on the recommendation of the National Cotton Council (NCC).


STAX provides an income safety net, which enables the purchase of affordable crop based crop insurance programs, and crop insurance delivery and existing crops.

Insurance

The plan is consistent.

Specifically, STAX is based on the protection of the producers' planting area to make up for the maximum use of the expenditure authorization of the cotton program and solve a small amount of income loss.


NCC thinks StAX structure will: 1) best use of reduced

budget

Resources, 2) through direct subsidies, because growers who are unable to control losses suffer from public criticism, 3) are built on existing crop insurance so as to ensure that there is no overlap in the simplification of supply procedures.


In addition, cotton is faced with unique constraints to meet long-term trade disputes with Brazil.

Coupled with the cotton's counter cyclical payment plan and the adjustment of the level of cotton marketing loan, NCC believes that the crop insurance delivery system can solve the prosecution decisions in Brazil.

These cotton plans are revised.

Expect

It will take effect in 2013.


NCC urges members of the Joint Commission to adopt the recommendations of the Agricultural Commission.

A comprehensive proposal is made to make significant changes to the commodity policy so as to achieve budget reduction.

In addition, it is proposed to improve and expand important risk management, protection, trade promotion, research and nutrition programmes.

These important plans consolidate and strengthen American agriculture, maintain agricultural competitiveness, promote economic growth and create job opportunities.
