Peng Yanli said that semi worsted products are not conventional products. They are not suitable for mass production, and do not encourage expansion. Instead, they need to increase the added value of personalized products, pay attention to improving the semi combed wool spinning technology level, make the semi worsted wool products more abundant, and improve the quality and efficiency steadily. During the "12th Five-Year" period, the scale of 1 million 200 thousand spindles is maintained, and even to 2020, it is only maintained at 1 million spindles.

For the promotion of the highly effective energy-saving dyeing technology put forward in the outline, Peng Yanli believes that some domestic dyeing equipment can completely replace the import and export in the aspect of energy conservation and emission reduction. Therefore, the promotion goal of popularizing 60% in the "12th Five-Year" period is fully realized.
